Yes, to select the Pi as your output device / Player you’ll need your Phone and the Pi to be on the same network.
If you’re on the go you can still use the Plexamp app on your phone from anywhere and will be able to access all the files stored on your Plex server.
The headless Plexamp endpoint is, in my opinion, meant to be for home network use.
